Dogs Deserve Better in Pennsylvania has held "Chain Off" events since 2004. 2010 marks the first year for GAIN to participate.
Before the event ended a concerned resident brought in an emaciated pitbull mix with an embedded collar.
The dog, who we have named Cinnamon, was given food and water, then taken to a veterinarian for treatment. She will be placed in foster care while she recovers from heartworms.
